No. According to the UK's Telegraph, “it was in fact designed by fashion designer Franc Fernandez and was made from fabric.”
Yes. According to MTV.com, designer Franc Fernandez was contacted by Lady Gaga's stylist, Nicola Formichetti. “They had already shot the picture with Terry Richardson in the meat bikini for Vogue Hommes Japan. They told me that they wanted to make a main dress [out of meat], so I did it,” he said. He also said it was made of matambre, weighed about 40 lbs., and was not bloody…apparently Lady Gaga said it was very comfortable!

2. What did PETA say about it?
PETA is understandably upset; the animal-rights group said in statement: “After time spent under the TV lights, it would smell like the rotting flesh that it is and likely be crawling in maggots.”
