A Los Angeles Police Department officer has been sentenced to a year in jail and five years probation and ordered to register as a sex offender for life because he exposed his junk to females ages 12 to 80 multiple times in Huntington Beach.
After about 3 1/2 hours of deliberation, an Orange County Superior Court jury on Dec. 1 found 35-year-old Ryan Eric Galliher guilty of one felony count of attempted lewd act upon a child under 14 years old, one felony count of contacting a minor with the intent to commit a lewd act, six misdemeanor counts of indecent exposure, and one misdemeanor count of engaging in lewd conduct.
Several reports of a flasher on Bolsa Chica trails dating back to February 2014 had spurred police to watch the area. On Oct. 23, 2014, hiding investigators watched Galliher take off his shorts and shirts and jack himself off. Among the many victims who had seen Galliher before his arrest that day was an unidentified 12-year-old girl, who liked taking a shortcut home through the wetlands but changed up her route after seeing the pervy cop the first time. It did not help; he still exposed himself to her two other times nearby.
The defense tried to argue that cops and prosecutors had the wrong man, but jurors obviously bought the argument of Senior Deputy District Attorney Jess Rodriguez: “Ryan Galliher likes exposing himself in public, in broad daylight to strangers. He acted out on this desire over and over and over again until he was finally caught by the Huntington Beach Police Department in the act.”
An officer with the Los Angeles Police Department’s Southwest Division, Galliher was assigned to his Huntington Beach home pending the outcome of his criminal case. It is now up to LAPD Chief Charlie Beck to decide the status of Galliher’s employment with the department.
