Not so fast.

Frank Barbagallo, deputy bean counter at the Transportation Corridor Agencies (TCA) of Orange County, told the Sacramento Bee in a recent interview that the TCA has tested its cameras and allegedly found the spray ineffective.

Frank's a funny guy.

The TCA is the key advocate of a new state law, Assembly Bill 801, to outlaw the spray.
