Vietnamese restaurants tend to specialize in one thing, which in Little Saigon will be immodestly stenciled right on the outside windows as a warning not to deviate from the menu. If the windows talk about mi quang and you order bun bo Hue, it's on your own head.
Pho Quang Trung isn't like that, though. They have good beef pho, great chicken pho, and a host of northern and central Vietnamese dishes that are at least serviceable.
The bun cha Hanoi, though, is on the upper end of these “also availables”; it's banh hoi (thin rice noodles) served with a pile of herbs and a bowl full of pork, pork meatballs and vegetables floating in a papaya-based sauce. Diners are expected to make up bowls however they see fit from the ingredients. It wouldn't be special if that's all it were, but the reason it's better here is because they will also bring you the table salad intended for pho–and there's something about the herbs, chiles and bean sprouts that just marries everything together wonderfully.
