The Huntington Beach Police Department put out an arrest warrant Thursday for a 53-year-old man who allegedly used his cellphone to shoot up-skirt images of a female Walmart shopper–something he has been busted for before in Arizona.
Meanwhile, 26-year-old Irvine man who used his cellphone to secretly record video and take up-skirt photos of female customers in a TJ Maxx store in Tustin pleaded guilty
Thursday and was ordered today to do 150 hours of community service and register as a
sex offender.

Surf City cops had previously put out the word about the Friday, Nov. 7, incident inside the Walmart at Beach Boulevard and Talbert Avenue, where the man, when confronted, fled the area in a white Ford Ranger with Arizona license plate of AYS1085.
The truck was not located, but the man has since been identified as James Hickey. Huntington Beach investigators reached out to police in Cottonwood, Arizona, where Hickey was identified as a resident of Clarkdale and the subject of arrests or warrants on similar charges there, in Sedona and Phoenix.
Hickey has a lengthy prison record, convicted on similar inappropriate photography and burglary charges, according to authorities.

Brian Joseph Eastman, who pleaded guilty in March to six misdemeanor counts of using a concealed recording device to record another without their consent, was ordered Thursday to do 150 hours of community service and register as a sex offender.
And should Eastman fail to complete three years of formal probation, he could face up to 210 days in jail.
Tustin Police were called to the TJ Maxx store at 2817 Park Ave. in March 2013 after a female shopper reported Eastman had backed her up to a store pillar and used his phone to take photos under her dress. Officers later discovered video footage and photos of several unidentified women on Eastman's phone, police said at the time.
