A lot of restaurants opened this month, but none so anticipated as Twenty Eight, the modern Chinese place by Top Chef finalist Shirley Chung in Irvine. But December was also the month we saw more Dunkin' Donuts, more Japanese-fast-food-fusion joints, and at least one more waffle shop.
